Given the one photo posted, it appears to be post strike damage--not a mint error. Would be helpful to see a sharp photo of the reverse.

That is not an error, it is PMD (Post Minting Damage).
There is no way that could happen during the striking of the coin.

In the future, always post a photo of both sides of the coin, even if you
don't think it is necessary. This sometimes helps in the assessment .
