Not a clipped planchet, this coin looks like it suffered from damage of some sort.

the guys before are 100% right, but to explain you better. Look at the first photo. you can see like a cut, strait. So something sharp hit this part making the material move. The other part have deformation on same point because of the hit. It is just a damage coin.
