I don't know solely based on the pictures provided, how anyone could remotely say that coin is cleaned.

1. The toning and gunk/dirt on the coin is not evenly distributed.
2. The clean sections are way too clean and silvery without evidence of any dirt or toning.
3. The toning looks tampered with.

And only the fields (or flat part of the surface) have toned or have some gunk. Every high surface has been buffed or wiped of any toning and any "silver" surface has been turned to grey.
