IMO looks like the result of a recent "tape" job.
When I was younger (didn't know better) in order to get the crud out of and from around the devices I would take Scotch tape and a toothpick and work the tape into those tight areas. Then when I pulled the tape off small flakes of the copper field would also be released....just my thoughts..
