ok going in order from the 1909 S and skipping the 1910's I have got this. Thinking it's a slight off center and possible DDO...

It is called a MAD coin. (Mis-Aligned-Die) it is slight and common. The obverse die was not exactly centered over the reverse die. If the devices would have fallen over the edge of the coin, then it would have been a collectible example. But it is not.
