2020 P Quarter Possible Strike Through?

The obverse of this quarter looks to have even lower relief than most new quarters. The entire obverse is speckled, more so around Washington's ear, and his chin is very blurry. The reverse seems normal enough, and the coin as a whole seems uncirculated. Is this a strike through?

Looks like it was struck with an extremely worn die. Note the heavy die flow issue on the fields near the head on the reverse. Just a spendable coin.

That is one of the most worn dies I've seen! It must have been one of the emergency issue strikes for the coin shortage!
