I'm thinking damaged coin--damaged once it was in circulation. We see coins like this fairly often here. Outer perimeter of the coin was abraded/ground down--likely intentionally, or the coin was subjected to prolonged, mechanically-based rotational wear. Would love to see a photo of the reverse.

Yup, I agree with ijn944. the scuff marks on the rim are all lined up indicating a constant rubbing or sanding from one direction. In this case from left to right. Now, How it(they) avoided the high points of the device is a mystery to me.

Looks like it got caught in some sort of machine. Possibly a change counter? We see coins with edges like this from time to time and I've always wondered how it happens.
