Neither, both are just extreme cases of Machine Doubling.

Note on variety vista the years that have doubled die on the obverses:

Note if this is another 1993 there were nothing found on the obverses/reverses that year. (even on proofs)

Wexler lists some DDO and DDRs
1993 cents
obverse a mild DDO and a few Reverses with the bar cents on the bays:

1993-D cents
Reverses only with the bar cents:

Take a look at what he lists so you will know what to look for on these dies. They are the single squeeze dies. So the locations of the doubled dies may be in an area you are not looking at?
