I don't know from what exactly, but it appears to be damage to me.

This coin is pure copper core. If damage after strike, the side will show copper. If it is clad are mean is on production line. One side look like sharp hit and raise the material and the other side look like a clip coin. Under the neck we can see week strike, lubrifiant? An photo from side can say much more.

Agree. Not an error, it's post strike damage. Coin did not leave the striking chamber in this condition.

It looks like this coin was 'tails' up when it took a hard hit. then the displaced metal was eventually flattened on the obverse.
