Has anyone ever seen an uncirculated set from the mint where there was a coin missing from the cellophane?

Yes,

One of the people we deal with at work got one. I believe it was a Presidential dollar in a 2008 set.

How bizarre.. is that a rare occurrence? I was going to liberate the rest of the coins, but I think I'll keep it intact.. it's kind of funny.

A missing coin, or an extra coin, coins reverse up, or a coin missing and having two of another are all just packaging errors and have nothing to do with the mint at all. (The packaging is contracted out, not something donw by the mint itself.) Such packaging errors are uncommon but not rare and they are worth very little as most people would rather have a perfect set.

My 1981 set has the SBA Dollar sealed in with the Kennedy half dollar. The slot where the SBA is missing is sealed and not broken. This is indeed a packaging error.

Interesting...Packaging is contracted out? Anyone know the quality control standards? I assume they are fairly high.

What would you say the average Unc Mint Set coins grade? MS62/63?
