The reverse of the coin is completely smooth except the area that is circled in red. Even there it won't catch your fingernail very well. I understand this is most likely PMD but I am just checking. The obverse does not show that damage.

Post Mint Damage ( PMD). The how or why is irrelevant. The one thing for certain is this is NOT a mint error.
