1985 Washington Quarter.what Is Going On With This Coin

My dad stopped by with his change and I found this damaged coin it looks like acid damage and lines on the obverse and the reverse has these lines going in every witch way the eagles left wing at the tip is being pulled to the left I'm not sure if this is post ment damage or it took a dip in acid then scrubbed with wire brush then restamped or if its just circulation damage I'm not sure at all... What fo y'all thank here is my dad's quarter

I'd have to say that is no doubt PMD. Looks like a combination of acid and a wire brush in my opinion.

The mint does not restamp damaged coins. It is PMD.

Agree with PMD. Odd that someone would go through all that trouble to ruin a perfectly good coin. Might the coin have found its way inside a machine capable of scouring it harshly and repetitively (ED)?

I'm sorry I can not put the weight of the coin up in till my friend fixes his car and brings me my coin scale
