What it's meant to be is a double struck rotated in collar, however I have doubts about its authenticity. It looks similar to a number of fakes I've seen pop up from time to time.

In my opinion, most likely made with soft dies of some kind. Almost certain it's counterfeit.

I agree with previous opinions on FAKE.

The axes angle are not same on LIBERTY and DATE. Also the Date show different digits which in legitimate coin could not happened. If a coin die rotate everithing on die will move on same angle axe which is not the case with this coin.

If the reverse is showing the same thing, then it could be a doubled struck. But he went out of his way to show only the obverse, so I doubt it at this point.
