Looks like a combination of Split Plating Doubling and Machine Doubling.

Not a DDO or DDR.

First off, RPM's stopped in 1990 so you can rule that out.
Not a doubled die. It is split copper plating. Some people think it is caused by MD.

Agree with the above. Also looks like the early emergence of Die Deterioration on the reverse.
