It's not off centre, it's a Misaligned Die (MAD)
Might have a bit of value to a collector as it is borderline to having
some of the lettering missing.

Well depending if they came from the same die pair, there could be many of these. Seems like the die would suffer a lot of attrition with a lot of outside die wear happening on the collar. These dies do get altered though.

Just to avoid confusion, MD= Machine Doubling...MAD=mis aligned die.

I try to give back more than than I was given when I was trained. I was give yes that it it? Or no that is not it. (often with an exclamation mark!0 So I try to patient with new ones, because I had to learn the hard way.
