Kind of curious what gives rise to this effect. When I see a dull area on an otherwise smooth surface, I tend to think of strike through grease, but the radial symmetry here makes me wonder. Any thoughts? (the obverse is normal).

So, let me throw out a hypothesis and see if anyone agrees this could be an option ...
The 20 fils coin was minted in two different metals for several years in the early 2000s including 2003: cupro-nickel (KM#12) and stainless steel (KM#12c).
My understanding is that cupro-nickel alloys are "softer" than stainless steel and would require less striking force. So, what if someone forgot to adjust the force on the press for stainless steel, and instead had it set lower. Could that cause an effect like this? The lack of luster at the edges would be consistent with the force there being too low to achieve the same high degree of finish as toward the center of the coin.
