Mexico 1973 5 Centavos Over 1972?

Found this while sorting coin stuff today. The 7 looks like there is a remnant of an earlier 7 at the lower right of the 7. The 3 looks like it is over a 2 (the right loop of the 2 is shown at the right side of the top loop of the 3 and it appears remnants of the top left of the 2 just peeping below the left top of the 3). The third photo is of this coin alongside a regular 1973.

It's a 1973 flat top 3 over a 1973 round top 3. I have been looking for one of these for years. They are not rare, but just don't come up often.
