Am I seeing things on the quarter or is it just wear and tear but it looks like a star shape under the D stamp

Not an error, just damage.
May have been hit with the tip of a Phillips screwdriver, but in any
case it didn't happen during the striking of the coin.
Still worth 25 cents though.

The issue with the mintmark is a broken post issue. The post on the die that would keep the center on the mintmark has broken off of the die. Common die event.

Note the bottom part of the device was still showing a nubbin there, thus the top has a slight post affect. When the post breaks off below the base of the die post, the metal will be taller than the devices:

These are common die events and don't retire the die. So there is no premium. The value of these is the knowledge of what causes the device to be filled in. The post void is why the mintmark and closed devices are filled in. Partially or fully.

CoopHome: Why are some devices that are closed, show a totally filled device? What causes this?
