Yes, it's the first series for small-size $1 FRNs, yes, it's a Mule and probably the best part, it's printed on security paper NOT supplied by the Crane Paper Company, which hasn't happened before or after. The Gilbert Paper Company (Menasha Wisconsin) won an experimental contract to supply security paper to the BEP in 1964. A total of 640K notes were printed on Gilbert security paper, as noted on this BEP index card.

Only a handful are known to have survived even after the Gilbert Paper Company sales force was handing them out as sales aids to current and potential customers. Some call it an Experimental Note and some call it a Test Note...either way, it's incredible.

I don't collected graded notes, but this is the highest graded one I have:

I am certainly not a "top pop" collector but I don't mind TPG banknotes & won this on a lowball $14 or $15 bid (totally surprised me):

Ranked #1 on Robert Azpiazu's list of the rarest $1 small size FRN non-star notes. Uncirculated examples, which rarely show up at auction, can sell from $700 to $1,200. This is the highest graded example known.
