Putting the one in question next to my higher grade 1902 penny with high tide, the one on the left appears like a low tide. What do you think?

Still difficult to see from that picture - the key area, where the sea meets the leg, is still very dark and indistinct. Here is a 1902 Low Tide - the sea meeting the leg below the folds of cloth. In the High Tide the sea meets at the crossing point of the legs.

Yeah, larger picture required.
Both reverses have the same number of denticles (https://headsntails14.wordpress.com...i-reverses/) so there's no other easy way to tell I don't think.

Thanks for your insight guys, I'll take teh coin off the quadrum and try to make a nicer picture with a clearer view of teh determinent area. If thats not a low tide, I need the space and the Quadrum to put something nicer in it. :)
