2007 P Roosevelt Dime. Is This A Collar Shimmy Error?

This dime has a few reeds on the rim. I can see the metal flow outward in areas. I'm trying to determine if this is a tilted collar strike or a collar shimmy error.
Let me know what you think.

Mostly broadstruck. It depends on if the reeds are full on an area to be a partial collar:

May have been struck on the top of the collar, but all the devices are present. I bought my example years ago off ebay. $6 range I think.

so this should be listed as an off center strike. The damage to the planchet is incidental.

This is an uncentered broadstrike showing the stiff collar effect typical of coins struck in a Schuler press.
Error coin writer and researcher.
