I don't think its regarded as theft but is definitely illegal under various Govt. legislations. I've been collecting Coins since my School days in the 1960's and even back then there was always a smartie trying to gain an advantage,Mint sport and corruption was rife at the Mints. As far as I'm aware, it is systems introduced by the ticketers and venues that reduced scalping, not some legislative change from parliament.
