I believe we're looking at a proof 1991 cent--of course, minted in San Francisco.

Doesn't look brilliant in the image. Looks like an impaired, spent proof coin. Note the squared rims and the look of a fin, which proof cents have on them.

I tried to take different shots of it. I agree you can't really see the mirror/ high gloss finish. Is it something I should get graded.

No, would not suggest getting it graded. There's already a rather large supply of slabbed PR69 and better examples out there. Yours would need to be better than PR69 to even come close to making it worthwhile. Given the photos posted, yours falls well short, unfortunately.
