didn't happen at the mint, looks like deliberate damage to me.

Post strike damage. Coin didn't exit the striking chamber in that condition. Appears to have been aggressively abraded.

Learn the minting process and you can save yourself a lot of time
knowing that something like this is impossible to happen during
the striking of the coin. It is just PMD. ( Post Minting Damage)

I agree, intentionally defaced/altered coin ( PMD). Still with worth 25 cents if they don't see the reverse.
