Why would you want to have a circulated common date and mint Washington quarter graded ? that coin is just worth melt , ( junk Silver ) . Do Not not send it in .
Probably beyond the acetone-can-help stage. Unfortunately, only worth silver melt value for Washington quarters. Don't recommend submitting to a conservation/grading service.
