Hello. Can anyone tell me if this appears to be a mint error or is it just a damaged coin? If it is a mint error, does it hold any value?

Looks like a severe case of zinc dust. Not a Mint Error and holds no extra value.

I do believe the OP isn't questioning the "textured" field but the problem associated with the rim on the Obverse from 3 O'clock till about 6 O'clock. Could that be just a huge Split Plating issue even though I see no zinc shining through!

What does the edge look like on that area? It might be a partial collar error? So the outside edge images might show us more?

Appears the plating is starting to separate. Between this plating issue and zinc dust, there is not much of a future for this cent. Zinc rot will soon follow. Spend it while you can. A premium? No.

I do like the multiple clash event showing on the obverse in the area of the date. I wonder if there is any evidence of the clashes on the reverse at the upper right corner of the memorial

Tell us, is the rim thicker in at area Rothery spoke/wrote about? Maybe an angled photo would help?...

The rim is thicker in that area. I'll go take a few of the photos a few of you recommended.
