Machine doubling. It always attacks the outside areas of the devices and designs. The tops of the devices is circulation damage. Not a doubled die. On a doubled die, the deices would be raised not reduced:
1963-D-Lincoln-Memorial-Penny-DDO?
Note how the affected area on the date, are raised?
That is a hub doubling on the die.
