It's probably a dichalkous, although weight fluctuations between some of these Parthian AE denominations were pretty substantial.
With so much wear and roughness, it's hard to pin down. It's not even clear how many legend lines run along each side of the reverse, which would definitely help with the attribution. Obviously, though, the horse head does help in that regard - although there were several Parthian rulers who issued AE's with horse head reverses.
It is likely either a Mithradates III, Sellwood 40.19 or an Orodes II, Sellwood 45.42. Either would be from the Ecbatana mint.
