This is a normal mintmark. There is some mintmark punch damage. On a real RPM (Which only one is listed on V.V, looks like this:

Note the doubled punching on that die. On your coin what you are looking at is just mintmark punch damage. If the design of the mintmark does show the same as on the punch, then it is not a RPM. A spread needs to be present between punching in order to be a RPM.
