This one is a slightly higher grade than your other '91-CC, but the color looks unnatural and the toning is odd. The other dollar has a bit of luster but this one (with stronger detail) doesn't appear to have any. I'd call it AU-50 or AU-53 for detail, but cleaned and re-toned. I don't think PCGS or NGC would grade this coin. If they didn't body-bag it for cleaning I suspect they would play the "altered surface" card and reject it for that reason.
