Probably gas bubbles under the plating. Mint mark varieties aren't a thing on coins minted after 1989.

Just an especially pronounced linear plating bubble. Notice how it lines up with the rest all over the coin.
This is something you see fairly frequently on plated zinc cents, but it can't happen on other American coins.

It's worth noting that strike-throughs are incuse on the coin. This plating bubble is raised.

Definitely appears to be a plating bubble.

If a bubble, then it will press down with a toothpick. (I feel it will press down)

Here's a picture after doing the 'toothpick test'. I believe this confirms that it's a plating bubble?

Also, there are no more RPMs after 1989. In 1990, the mintmarks are part of the design. So if the mintmark is showing, doubling, it is not a RPM, but a DDO instead.
