What you are seeing is neither doubled die or Machine Doubling, it is Die Deterioration Doubling.

Machine Doubling happens when the obverse or reverse die nicks the edges of the design on its way back up from the strike making the devices thinner then intended.

Die Deterioration Doubling happens when an ovbverse or reverse die has be used longer then it should have, over time the dies begin to break down and literally deteriorate, causing the devices to look like "bubble" letters.
