It's not from France, it's from Belgium.
Struck at De Vigne-Hart workshop in Brussels.
Hope that helps somewhat.

I answered the phone before I clicked Submit.


It definitely was not struck in 1914, it commemorates the award of the Legion Of Honor on that date and may have been struck anytime between 1919 and 1974 according to the info linked to by Spence.
"Dipping" is not considered cleaning...

The arms of Liege consists of the letters L and C, meaning Leodinium Civitas / City of Liège and the Perron, a symbol of freedom in the former prince-bishopry of Liège.
