These are plating bubbles. They should depress with a toothpick.

Agree, plating bubbles. Not uncommon with early zinc-core Lincoln memorial cents.

It's just a damaged cent. The coin is just a "spender" now. Drop it back into circulation, as there's really nothing to be done to it that can change the value.

Sadly, plating bubbles can't be removed--metal damage is quite persistent.

Or puncture of the plating. (You will see a gray circle on the center of these if it is intentional split plating)
