This looks more like a Misaligned Die strike (MAD) than an off center. The obverse is showing Roller Lines with no flattening on the field from K:2 to K:5 because it didn't receive enough pressure during the strike due to the offset of the reverse die.

The doubling seems to be Machine Doubling or MD caused by the obverse die shifting or "bouncing" just after the strike, so I don't think it's a Doubled Die.

This is a really nice error coin!

Yes off center, no DDO. (Either off center or a partial collar. Can we get a side view of the rim?)

@coinfrog definitely not a MAD.

I'm guessing it is not an off center. But the partial collar is altering the coin. That is what I think it is.

Agreed. Reverse looks consistent with a partial collar.
