This looks like an 'evasion' halfpenny - an unofficial coin privately struck in the late 18th century when there was a shortage of change, but with the design deliberately altered so whoever made it could not be accused of forgery. They circulated in America as well as in the UK. Hopefully someone will come along with a precise identification!
