Looks like Machine Doubling on this quarter on the earlobe. The States and ATB Quarters are the ones with the doubled earlobe, because of the single squeeze die process to be a DDO.

As Coop said, you don't get these minor doubled earlobes on coins made before the switch to single squeeze hubbing in 1997.
