What does the edge look like? It might be a partial collar? I question this one.

Yes, please post images of the rim. Looks like a possible partial collar error. Either way, great find!

Note how close the 'L' on Liberty and the 'IN' on the motto seem out of place on the coin? The blur doesn't help much either.
