Instead of two pictures of Obverse, please post picture of Reverse.

I would call this a break. A chip is just the beginning of the die break down after the die crack first. Not a Retained Cud yet. But the crack isn't flowing towards the rims. It may merit a retained die break soon when the crack encloses borders the die break.
