
I don't think so looks more like some gunk/verdigris inside the inner loop of the "O" bet a Q-Tip and a little acetone would remove it , should not hurt the coin either, nor discolor it. I wouldn't do it if you aren't familiar with preserving coins though.
I don't think it's one of the many the over mint mark VAMs unfortunately from this -photo, but there does appear to be a tiny bit of tail, so the acetone would help show it off if it's there. These can be tricky to ID.
The coin appears to already be in fairly low grade so it certainly wouldn't hurt to try.
