Not much to go on there, with most of the legend missing. My impression is that the bust is rather crude, so it may be a barbarous copy.
Can we see the other side?

Thanks for uploading the reverse - not sure it has added much, but the implementation still looks a bit crude for any of the Imperial mints, so I stick with it being a Barbarous radiate copy. If so, the "Emperor" will be just an unspecific figure head.

I agree, either a 'barbarous radiate' or a really crude official coin. What is the diameter in mm?

Based on the wreath held by the reverse figure in her lowered right hand, the prototype is probably Laetitia (LAETITIA AVG N), which would match the few letters AET / AVG legible in the margin.

The obverse almost certainly depicts a beardless Tetricus II with ...VS CAES legible in the right margin.
