If there is, it was stamped after the coin left the mint.
What you are describing is impossible to happen during the striking of the coin.

Given the one photo posted, I'm not seeing anything but a well worn Wheat cent, with crud. Perhaps Pareidolia is in-play.

Just post mint damage ( PMD), these are marks that the coin has accumulated that look like familiar shapes and letters.
