Difficult to determine given the somewhat soft photos posted. Agree, looks to be a stain. Consider posting large and sharp images of the full coin--obverse and reverse. Thanks.

To the CCF

What you have appears to be a stain of some sort. This is not an error but damage
as it didn't happen during the striking of the coin.

Also as mentioned, always post a complete photo of both sides of the coin
when making inquiries.
