I'd be leaning toward a Grease Filled Die, but w/o pics I can't say for certain.

Does ANACS say what caused the error? Most time it is a grease filed die or over polished die. Was the FG actually left off the die?

It looks like was left off the die just like the 1969 D. It's a gem, it doesn't look polished give,e a minute to get pictures up

They are just polished off devices, so they can happen on any coin. Why look for it. It would be a die event. Not an actual forgotten initial. Just an altered die issue.
