That's classic Machine Doubling, since the lettering is incused. Remember die doubling will first take place in the center of the coin since the single squeeze hubbing process was put to use several years ago.
Also the mark on the forehead is damage from the edge of a reeded coin. The DDO and DDRs are on the center areas of the designs. Obverses: Reverses in the center of the designs.
