Yes, the '21 Congratulations Set contains a Type I W Proof ASE. From the product page:

I'm guessing that the mintage numbers for the Congrats set roll up into the Type I W Proof ASE numbers.

People will open the sets and sell them individually. I might wait for the individual ones.
