Would this be a common thing with 1986 ive seen alot of 1986 pennies. something also seems to be going on above the D
Mint Mark and the 8 area not sure what to think of it?

Looks like a patting issue, trapped debris or gas.

@josh, yes plating bubbles are quite common and don't add to the value of a coin. You should be able to depress it with the tip of a wooden toothpick.
