What is this called a blob mint mark,or damage,and does the fire in the circle of stars on the reverse an error also any answers is welcome I want to learn the correct terms thanks in advance

What are you seeing in the "fire"?
The mint mark might be a broken post or PMD,can't really tell by that photo.

Looks like broken post damage on the mintmark. As the die ages that post that would form then center of the mintmark can break off slowly or quickly:

Sometimes the post will break off below the fields and the affect will be that the metal rises above the mintmark/closed devices:
