Galerius Maximian - Cast Or Struck?

On first sight this coin of Galerius Maximian looked to be in nice condition. On a closer look however there appeared to be indents, the sort that bubbles would make. It is particularly noticeable on the lettering of the legend, and the "A" in the left field of the lower reverse.

I didn't bid on it. Is it a normal surface for a coin of this type, or as I feared, that the coin was cast rather than struck?

This ebay seller is a known peddler of fakes. I call him 'blue" because of his distinctive background. He has another account that uses red, who I call...you guessed it "red"

On both accounts, he sells cast fakes, sometimes the same fakes appear at the same time on each account, like the fakes below.
