Looks like a 1997-D dime? OMM's =over mint marks stopped in 1955 so it can not be that. Looks like a damaged mint mark punch to me.

If it's a 1997, it couldn't be a damaged punch, either. Just tiny die chips?

Why not?what is different with the 1997 compared to earlier MM punches?

After 1990 there were no more punches used. It is just die wear. The mintmarks after that date were part of the design.
